Rate: Depends on experience

Position Overview

The Expert Business Analyst will provide Business Analysis support for the DMV Transformation program. This HBITS role requires extensive experience analyzing business domains, documenting business processes and systems, and assessing business models and their integration with technology. The candidate will provide guidance to large teams and apply expert-level business analysis methodologies to deliver high-quality solutions aligned with program objectives.

Qualifications

• Business Analyst Analyzes an organization or business domain (real or hypothetical) and documents its business processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
• Expert 7+ years of experience providing guidance to large teams and/or extensive industry experience; recognized as a top professional in the field.
• 7+ years of experience using fundamental Business Analyst processes, methodologies, tools, and techniques, including Agile, Business Process Reengineering (BPR), SWOT Analysis, Gap Analysis, Data Analysis, User Stories, and Process Mapping.
• 7+ years of experience gathering, tracking, and communicating requirements from 30 or more project participants.
• 7+ years of experience creating, analyzing, and revising system diagrams, including Flowcharts/Process Maps, Use Case Diagrams, Data Flow Diagrams, and Product Roadmaps.
• 7+ years of experience verifying that written requirements are correct and complete during the analysis phase and validating that requirements meet business needs during testing.
• 7+ years of experience in a Business Analyst title.
• 4+ years of experience working for a government agency.
• 4+ years of experience working on two or more projects simultaneously.
• Bachelor's degree or greater; provide copies of all degrees.

Day-to-Day Tasks

• Use recognized business analysis methodologies to elicit requirements from business users
• Attend meetings, facilitate, and lead requirements sessions with team members
• Communicate business process requirements to IT staff, program staff, and stakeholders
• Develop and document business requirements
• Develop, analyze, and revise system diagrams (flowcharts, state diagrams, strategy maps, etc.) as needed on the project
• Ensure that requirements and deliverables are verified and validated during the analysis and testing phases
• Track and fully document changes for functional and business specifications
• Demonstrate Business Analyst processes and techniques to other team members
• Participate in developing test plans for the project to ensure that program requirements are met
• Create status reporting mechanisms to monitor the status of the above activities
